Massive Smuggling Bust: GRA Seizes GH¢3.6 Million Worth of Illegal Goods — But the Real Story Runs Deeper
In a dramatic clampdown that highlights the ongoing battle against revenue loss, the Ghana Revenue Authority (GRA) and National Security have intercepted smuggled goods valued at a staggering GH¢3.6 million in two major operations carried out in Tema and Aflao. But here's where it gets controversial — officials say this is only a glimpse into the larger, deeply rooted problem of trade diversion and tax evasion along Ghana’s borders.
Addressing journalists in Accra, the GRA’s Commissioner-General, Anthony Kwasi Sarpong, revealed that these operations prevented a potential massive drain on state finances and helped safeguard national resources that would otherwise have slipped through the cracks. According to him, four trucks loaded with roughly 9,000 jerry cans of cooking oil were discovered and impounded inside a warehouse in Tema. The total import duty on those items alone was estimated at about GH¢1.9 million.
“These goods were deliberately misdeclared as transit consignments supposedly bound for Burkina Faso,” Mr. Sarpong explained. “But instead of crossing the border, they were secretly diverted into a warehouse right here in Tema.” Because transit goods are exempt from import duties, the scheme was designed specifically to dodge taxes. To make things worse, officials discovered that tracking devices on the trucks had been tampered with — a calculated move to prevent authorities from tracing their actual route.
Operation Aflao: A Mirror Image of Tema
Just when authorities thought they had seen it all, another enforcement exercise in Aflao uncovered several trucks transporting uncustomed goods. The confiscated products included rice, sugar, tomato paste, textile materials, beverages, and assorted clothing. Estimated duties on the seized goods are pegged at around GH¢1.7 million. All the items are now under GRA control as officials move to recover the unpaid taxes. The impounded goods will be auctioned, with proceeds paid directly into government accounts. Meanwhile, truck owners complicit in the scheme will face stiff financial penalties for enabling the illegal transport of untaxed goods.
The GRA says these successes are the result of strong collaboration with National Security and demonstrate growing synergy among agencies tasked with protecting Ghana’s economic integrity. “We want to send a clear message,” Mr. Sarpong stressed. “The GRA remains fully committed to enforcing border security and protecting national revenue. Any attempts to evade or avoid taxes will be met with swift, firm action.”
Follow-up: Diesel Diversion Scandal
This is not the first major interception this year. In October, the GRA also apprehended 540,000 litres of illegally diverted diesel worth about GH¢2.3 million. Following investigations, those responsible were penalized, and the enforcement action generated GH¢4.6 million in tax revenue — double the estimated value of the cargo.
