The project was approved via a special development order (SDO), bypassing standard local planning procedures.

Universal anticipates the park will attract over 8 million visitors annually and is slated to open by 2031. This ambitious project is expected to bring a staggering £50 billion economic benefit to the region, according to Bedford Borough Council, and follows years of collaboration between Universal, local councillors, and council staff. Mohammad Yasin, the Labour MP for Bedford and Kempston, hailed it as a "transformational" moment for the area.

The site, a former brickworks, was chosen for its excellent transport links, including rail services and London Luton Airport. Plans include structures reaching up to 377ft (115m), potentially becoming the tallest rides in Europe. The park is designed to accommodate about 55,000 visitors on peak days, with most structures ranging between 20m and 30m in height. It will also feature parking for over 7,000 cars, along with spaces for coaches and bicycles, and an entry plaza.
